Central Advisory Council The Central Advisory Council Will Work to Establish the Statewide Perinatal System Purpose: To establish a statewide advisory that will be on going and will provide expert advice and direction for implementing the key policy recommendations of the Blueprint to Improve WV Perinatal Health - 2006. a. Develop a statewide system and implement perinatal standards of care based on national advisory groups such as the American College of Obstetrics and Gynecology and the American Academy of Pediatrics. b. Establish a statewide medical consultation system for high risk pregnant. women and infants including a coordinated referral and transport systems. c. Establish methods to better utilize tele- communications for medical consultation and training. d. Develop and implement a universal risk screening tool for pregnant women. e. Committee on Shortage of
Maternity Care Providers
Purpose: Identify obstetrical shortage
areas in the State and implement plans to reduce the shortages: a.
Identify and apply a method to define the
obstetrical shortage areas in the State. b. Identify obstetrical
providers in shortage areas who may benefit from coverage under the Federal
Tort Claims Act and assist in arranging collaborations with entities with
this coverage. c. Establish a
program similar to the WV Local Availability Project that would provide
financial support to community nurses desiring to become certified
nurse-midwives.
Outcomes/Products:
1. Written report describing work and
progress made in the following areas:
a. A methodology applied to
define the obstetrical shortage areas in the State and identification of
shortage areas.
b. Progress made toward
identifying OB providers that may benefit from medical liability coverage
under the Federal Tort Claims Act, and progress toward linking those
providers with entities with this coverage.
2. Written report with recommendations describing the development,
administration, and funding needed for a program similar to LAP. September
1, 2007.
3. Written report of the study
findings on hospital credentialing privileges for CNMs , and a suggested
model or best practices. This report will also include recommendations on
educating hospital personnel about this topic. September 15, 2007.
